Expert in development with a feminist and participatory approach
With a strong foundation in environmental anthropology and a focus on climate change issues, I bring a transdisciplinary approach to the HiCoMa project. I earned my bachelor’s degree in anthropology, religion, and eastern societies from the University of Bologna, where I completed a thesis on the 2016 earthquake in Italy’s Marche region. This academic path led me to pursue a master’s degree at the University of Turin, where I concentrated on the intersections of anthropology, climate change, and environmental impact. This focus earned me a scholarship to conduct two-month fieldwork in Chile on the social effects of fog catchers in a rural community in the drylands. This work was awarded and published by FrancoAngeli in 2022.
I am undertaking a PhD through a joint program between IUSS, Pavia and LUISS, Rome in Sustainable Development and Climate Change, a multidisciplinary and transdisciplinary initiative. My doctoral research explores the ethics and politics of plant life in Italy, merging anthropological insights with pressing environmental concerns. My experience includes a traineeship and ongoing collaboration with Centro Ricerche EtnoAntropologiche CREA aps (EthnoAnthropological Research Centre) as an anthropologist, and I am presently conducting research at INRAE in Paris as a visiting PhD student.
My expertise in anthropology and environmental ethics, combined with my experience in ethnographic contexts and bottom-up processes, enables me to contribute valuable perspectives on highland sustainability and rural development for the HiCoMa project.
Sandra is a highly experienced expert in development, with a specific focus on gender equality and participatory processes. Her career spans over 35 years in international cooperation and social justice.
Her extensive knowledge of feminist theory, power dynamics, and social inclusion has driven her to create and lead initiatives aimed at empowering marginalised groups, particularly women and communities in rural and impoverished urban areas. Throughout her professional journey, she has consistently advocated for inclusive and participatory approaches that prioritise the voices of those often left out of decision-making processes. These efforts have been complemented by her deep understanding of the challenges and opportunities inherent in fostering community engagement, particularly in geographically isolated regions.
Sandra holds a PhD in Political Science and postdoctoral studies in Sociology and Women's Studies. She has a background in academia as a professor and researcher across Latin America and Europe, combined with her hands-on experience in working with organizations such as UNDP, UN Women, ILO, the World Bank, IDB, EIB, EBRD, the European Commission, local and regional governments, and various civil society organizations (CSOs). As a Senior Expert, she has worked on projects that support sustainable livelihoods, enhance civic participation, and strengthen governance.
One of Sandra’s key methodological strengths is her use of participatory approaches, including Outcome Harvesting, a method that focuses on identifying and analysing changes that have occurred because of a project. This process emphasises the involvement of community members and stakeholders, ensuring that evaluations are grounded in real-world impacts rather than theoretical outcomes. Sandra has successfully implemented this approach in numerous projects, particularly those involving grassroots organizations, where it has proven to be an effective tool for fostering empowerment and ownership among participants.
Her experience with community-based initiatives extends beyond Latin America to Europe, Asia, and Africa. She brings HICOMA a wealth of knowledge on how to strengthen community ties and build sustainable, resilient local economies, particularly through the lens of gender equality.
Sandra’s feminist approach to development is underpinned by her belief in the transformative power of social justice and inclusion. She is deeply committed to addressing the intersecting forms of oppression that women, especially those in rural and highland areas, face in accessing economic and social resources. By integrating feminist theory with practical, community-centred solutions, Sandra has consistently advocated for policies and programs that empower women as agents of change in their communities.
In addition to her work on gender, Sandra has been involved in capacity-building initiatives for trade unions, cooperatives, and other grassroots organizations. She has led training programs focused on leadership development, financial management, and communication skills, helping individuals and groups in rural areas enhance their ability to advocate for themselves and their communities. Her work has helped create networks of empowered leaders who are better equipped to address the unique challenges of rural life.

Sandra è un'esperta di grande esperienza nello sviluppo, con un focus specifico sulla parità di genere e sui processi partecipativi. La sua carriera abbraccia oltre 35 anni di cooperazione internazionale e giustizia sociale. La sua vasta conoscenza della teoria femminista, delle dinamiche di potere e dell'inclusione sociale l'ha spinta a creare e guidare iniziative volte a dare potere ai gruppi emarginati, in particolare alle donne e alle comunità nelle aree rurali e urbane impoverite. Durante il suo percorso professionale, ha costantemente sostenuto approcci inclusivi e partecipativi che danno priorità alle voci di coloro che spesso vengono esclusi dai processi decisionali. Questi sforzi sono stati completati dalla sua profonda comprensione delle sfide e delle opportunità insite nel promuovere l'impegno della comunità, in particolare nelle regioni geograficamente isolate.
Sandra ha conseguito un dottorato di ricerca in Scienze politiche e studi post-dottorato in Sociologia e Studi sulle donne. Ha un background accademico come professoressa e ricercatrice in America Latina ed Europa, unito alla sua esperienza pratica nel lavoro con organizzazioni come UNDP, UN Women, ILO, la Banca mondiale, IDB, EIB, EBRD, la Commissione europea, governi locali e regionali e varie organizzazioni della società civile (OSC). In qualità di Senior Expert, ha lavorato a progetti che supportano mezzi di sussistenza sostenibili, migliorano la partecipazione civica e rafforzano la governance.
Uno dei punti di forza metodologici chiave di Sandra è il suo utilizzo di approcci partecipativi, tra cui Outcome Harvesting, un metodo che si concentra sull'identificazione e l'analisi dei cambiamenti che si sono verificati a causa di un progetto. Il suo lavoro ha contribuito a creare reti di leader emancipati che sono meglio attrezzati per affrontare le sfide uniche della vita rurale.
