City Manager of the Municipality of Ramnicu Sarat, President of the ONIX Youth Association, Trainer in the national Erasmus Plus network and the European Solidarity Corps
Florin Ceparu (b. 1986) is a Romanian public‐sector leader and youth-development specialist. City Manager of Ramnicu Sărat since 2017, he also chairs the ONIX Youth Association (2011-present) and, from 2025, serves as Vice-President of the Association of Public Administrators of Romania. As a national trainer for Erasmus+ and the European Solidarity Corps, Florin has designed and delivered over 60 EU-funded projects—10 under the Solidarity Corps and more than 50 through Erasmus+ and Youth in Action.
He authored and steers the municipality’s 2018-2025 Youth Strategy, coordinated Ramnicu Sărat’s Youth Forum (2023-2024), and now leads ONIX’s 2023-2027 youth-sector accreditation, which has already realised five multinational exchanges, trainings, and study visits.
Driven by a commitment to participatory governance and European cooperation, he empowers young people to shape resilient, inclusive communities.
Focus on encouraging the democratic participation of young people, supporting partnerships between decision-makers and young people, implementing a local partnership involving as many entities as possible from both the public and private sectors, and supporting Youth!
