Florin Ceparu (b. 1986) is a Romanian public‐sector leader and youth-development specialist. City Manager of Ramnicu Sărat since 2017, he also chairs the ONIX Youth Association (2011-present) and, from 2025, serves as Vice-President of the Association of Public Administrators of Romania. As a national trainer for Erasmus+ and the European Solidarity Corps, Florin has designed and delivered over 60 EU-funded projects—10 under the Solidarity Corps and more than 50 through Erasmus+ and Youth in Action.
He authored and steers the municipality’s 2018-2025 Youth Strategy, coordinated Ramnicu Sărat’s Youth Forum (2023-2024), and now leads ONIX’s 2023-2027 youth-sector accreditation, which has already realised five multinational exchanges, trainings, and study visits.
